Mark Lyons, President
A practicing attorney for over 30 years, Mark Lyons is a founding partner of Lyons & Tzanoudakis, LLP. He concentrates his practice in real estate, business, estate planning and estate administration and is admitted to practice law in all courts of the Commonwealth of Massachusetts, federal and state. He is also admitted to appear before the United States Supreme Court.
Attorney Lyons currently serves as the Chair of the Topsfield MA Finance Committee. Formerly, he served as Chair of the Topsfield Elementary School Committee, as well as a Member of the Topsfield Planning Board. Attorney Lyons is also a member of the Massachusetts Bar Association and the Real Estate Bar Association.
Brett L. Wingard, Secretary and Treasurer
Brett L. Wingard has shaped his career and personal endeavors around the principles of public service and giving. Mr. Wingard has worked with at-risk youths, adolescents, and families with the KEY Program and Family Continuity in both residential and community-based settings. Mr. Wingard has also worked in the fields of investigation and law enforcement, first as an Investigator with the New Hampshire Public Defender, and then as the Senior Investigator for the Massachusetts State Ethics Commission.
Since 2006, Mr. Wingard has been employed as a United States Probation Officer, furthering the goals of the U.S. District Court in the District of Massachusetts. As a U.S. Probation Officer, Mr. Wingard plays an active role in assisting the Court with shaping just and effective sentences in criminal cases, as well as in supervising federal offenders to ensure compliance with the Court’s orders and to facilitate long-term change and positive growth in ex-offenders.
Mr. Wingard received the Federal Law Enforcement Academy’s Director’s Award, recognizing individuals who best demonstrate the core ideals of a federal law enforcement officer: Integrity, Fairness, Respect, Honesty, Courage, and Compassion. Mr. Wingard is also a member of the Salem, Massachusetts, Open Space and Recreation Committee, where, as a mayoral appointee, he works to identify and protect open space and promote green-friendly recreational activities in Salem. He also volunteers on various community-based projects in and around the Massachusetts North Shore.
Mr. Wingard graduated with Honors from the University of New Hampshire with a Bachelor’s degree in History and Criminal Justice. He is a certified Paralegal, having completed the program at Franklin Pierce College. Mr. Wingard also holds a Master’s of Arts degree in Dispute Resolution from the University of Massachusetts – Boston.

Paul Katzeff is an author specializing in the financial markets, mutual funds, personal finance, taxes, business trends and retirement planning. He is a staff writer for Investor’s Business Daily and coordinator of the personal finance and tax columns.
Katzeff is the author of The 10-Minute Guide to 401(k) Plans, Getting Started in 401(k) Investing, Getting Started in Internet Investing, and Getting Started in Rebuilding Your 401(k) Account. A graduate of Tufts College, he has been active in local government and not-for-profit organizations. He lives outside Boston MA with his wife Janet.
